Strong presence of the eeef TA Facility in Eastern Europe: eeef cooperates with the Klaipeda University Hospital to enhance energy efficiency in public buildings

The Klaipeda University Hospital is the fourth public authority from Lithuania that will participate in the Technical Assistance (TA) programme, thus confirming the Fund's Facility success in Eastern Europe. The university hospital is one of the largest and most important medical institutions in Lithuania owned by the Klaipeda City Municipality, which is situated in Klaipeda County. This is a geographically convenient area – near the Baltic Sea and the Curonian (Kuršių) Lagoon.

On 22 October 2020, the eeef and the Klaipeda University Hospital signed a TA agreement to increase the energy efficiency of the hospital buildings (by upgrading 3 out of its 4 public buildings) and quality microclimate conditions for patients and hospital personnel. The buildings falling under the scope of the project are the following: (i) the central building, (ii) the oncology building and the outpatient consultation department, and (iii) the infectious disease building.

According to a preliminary assessment, the total investment planned for the investment programme of the Klaipeda University Hospital public buildings modernisation project is circa EUR 6.2m. This will facilitate the hospital to reach the required renovation and energy performance (e.g., established in the Klaipėda City Municipality Strategic Development Plan for the years of 2013 – 2020). Thus, contributing to the national 20-20-20 targets and local strategic objectives in the field of energy efficiency and renewable energy development. The TA services, provided by experienced local consultants, will support the efforts of the Administration's employees to prepare the investment project. Supported services include the preparation of technical due diligence and 3 energy audits, assessment of the feasibility and optimal scale for the use of renewable energy sources, evaluation of the economic viability of the investment, structuring of the tender documents to align with the PPP / ESCO model, external advisors and legal analysis.
