Reus leads the way: Joining The EEEF technical assistance programme to power up energy efficiency in the province of Tarragona
Reus is the second-largest city in the Province of Tarragona, Catalonia, Spain, which will participate in the new Technical Assistance (TA) programme, enhancing the Fund's Facility presence in the region.
Located just 10 km from the Mediterranean Corridor, Reus serves as a key logistical and economic gateway between Europe and the Mediterranean. With a population of 108,535 inhabitants and an area of 52.8 km², Reus is a dynamic cultural and historical hub. Today, the city leads in innovation and digital transformation, driving sustainability and the circular economy through close collaboration with leading research institutions.
On 28 July 2025, the eeef and Reus City signed a TA Agreement to develop the project "Smart Energy at Reus: Energy Efficiency and Smart Management." The objective is to increase the overall energy efficiency levels in the city by (i) providing building renovation for 21 public buildings, (ii) installing PV system in 7 identified public buildings, and/or developing energy communities if feasible (i.e., sports centers, a brigade warehouse, a cemetery and a vehicle deposit), (iii) providing energy efficiency upgrades in street lighting (i.e., 19,706 light points), and (iv) developing a digital platform for monitoring electric and thermal consumptions in 20 buildings. The City of Reus seeks to prepare and implement this ambitious investment program to achieve its local strategic objectives in the field of energy efficiency.
According to a preliminary assessment, the total investment required to implement the sustainable energy investment programme is approximately EUR 12.5 million. This will enable the City of Reus to achieve the necessary renovation and energy levels, contributing to local and national targets. The TA services, provided by experienced consultants, will support the efforts of the Administration's employees to prepare the investment project. Supported services include the completion of energy audits for 19,706 street lighting points and 21 public buildings, a feasibility study for solar PV installations on seven buildings and/or self-consumption evaluation, and the development of a digital platform, evaluation of the economic viability of the investment, structuring of the tender documents to align with the PPP / ESCO model, external advisors (recommendations on the institutional set up of a PIU in the Administration) and legal analysis.
