Another Catalonian municipality joins eeef’s technical assistance programme - Castell d’Aro, Platja d’Aro i s’Agaro

The Castell d'Aro, Platja d'Aro i s'Agaró City is a public authority from Spain that will participate in the new Technical Assistance (TA) programme, strengthening the position of the Fund's Facility in the Catalonian region.

The Castell d'Aro, Platja d'Aro i s'Agaró is a municipality situated 80 km north of Barcelona. It is a major tourist resort with hotels and other commercial premises. It has a population of around 12,533 inhabitants, during the summer season, it reaches more than 90,000 people. It covers an area of 21,75 km2.

On 27 May 2024, the eeef and the Castell d’Aro, Platja d’Aro i s’Agaró City signed a TA Agreement to develop the project "Smart Energy at Castell d’Aro, Platja d’Aro i s’Agaró: Energy Efficiency and Smart Management." The objective is to increase the overall energy efficiency levels in the city by (i) providing building renovation for 24 public buildings, (ii) installing PV system in 7 identified public buildings, and/or developing energy communities, if feasible (iii) providing energy efficiency upgrades in street lighting (i.e., 8,226 light points), and (iv) developing a digital platform for monitoring electric and thermal consumptions in 11 buildings. The Castell d'Aro, Platja d'Aro i s'Agaró City seeks to prepare and implement this investment program to meet its carbon reduction goals and local strategic objectives in the field of energy efficiency.

According to a preliminary assessment, the total investment needed to implement the sustainable energy investment programme is circa EUR 6.9m. This will facilitate the Castell d'Aro, Platja d'Aro i s’Agaró City reach the required renovation and energy levels to contribute to the local and national targets. The TA services, provided by experienced consultants, will support the efforts of the Administration's employees to prepare the investment project. Supported services include the completion of energy audits for 8,226 street lighting points and 24 public buildings, a feasibility study for solar PV installations on seven buildings and/or self-consumption evaluation and the development of a digital platform, evaluation of the economic viability of the investment, structuring of the tender documents to align with the PPP / ESCO model, external advisors (recommendations on the institutional set up of a PIU in the Administration) and legal analysis.
